You should install the seat back cover over the foam pad, remove the cardboard from between the seat back cover and the foam pad, engage the hook and loop strips retaining the seat back cover to the seat back foam pad, secure the bottom edge of the seat back cove, connect the seat heater electrical connector, install the headrest and the guides and install the armrest to the seat back.

You should remove the seat from the vehicle, remove the headrest and guides, remove the armrest, disconnect electrical connectors, release the bottom edge of the seat back cover, release the hook and loop strips retaining the seat back cover to the seat back foam pad, place a piece of cardboard between the seat back cover and the foam pad to ease the removal and lift the seat back cover from the foam pad.
