First, you need to run the wiper arms to the mid-wipe position, next remove the wiper blades from the wiper arms, attach a scale to the end of the wiper arm and measure the force required to lift the wiper arm perpendicular to the windshield to normal working height (height with the blade attached), then replace the wiper arm if the measurement is not within the specification.
