A:
You can install the outer tie rod to the inner tie rod, install a new tie rod retention nut and then install the front tire assembly.

Q: How to remove the rack and pinion outer tie rod end?
A:
You can remove the front tire assembly, loosen the tire rod inner jam nut, remove the tie rod to the knuckle nut, separate the tie rod from the steering knuckle and then remove the outer tie rod from the inner tie rod.
