The proper way is to install the insulators to the stabilizer shaft, install the brackets to the stabilizer shaft insulators, install the bolts to the stabilizer shaft insulator brackets, and then tighten the stabilizer shaft insulator bracket bolts to 25 N.m (18 lb-ft).
