You have the parts listed separately on your website (17176-P70-003, 18176-P08-003), but when I have spoken with a local dealership, this part (18160-RAA-A11) includes the bolts but not the nuts. I need to figure everything that I need to order.

    that is correct if you purchase 18160-RAA-A11, it will come with the bolts (18176-P08-003, 18176-PT0-003) but not the nuts (90212-SA5-003) which you'll have to purchase separately.
